City Meter's sewer service meter can best be described as a volumetric mass balance metering system. The metering bucket is design to tip & dump when one gallon of liquid flows into the metering bucket. The dumping action is caused by a change in the metering bucket center of gravity due to a slight asymmetry of the bucket design and the change in mass distribution due to the liquid collected in the metering bucket.

Sewage or other water based liquid flows into the metering bucket.

The meter bucket is full of sewage - Center of gravity of the bucket assembly is over the bucket pivot point.

Additional liquid causes the center of gravity of the bucket system to move to the left of the pivot point resulting in a metering bucket dump of one gallon of liquid. The counter sensor and counter is cycled by a magnet located near the rear of the bucket assembly indicating one metered gallon of liquid flow.
